At the time Quetta(shal) was a territory of Herat under the rule of Sultan Hussain Mirza,who subsequently conferred the territories of Shal,Pushang and Sibi on Amir Shuja-ud-din Zunnun,the Arghun.Khwaja Wali Kirani lived during this time.
